London Luton Airport Ltd (LLAL) has received outline planning permission for a scheme aimed at bringing 3,200 new jobs to a previously undelivered key employment site east of London Luton Airport.

Play area & skate park - we want your views

We are currently undertaking a specific consultation to provide an opportunity for residents and Wigmore Valley Park users to comment on the proposals for an improved play area and skate park facilities which will be delivered as part of the New Century Park proposals.

A public drop-in session to enable people to view the proposals was held on Saturday 14th October. You can view a copy of the exhibition which was displayed here.

As part of this consultation we are asking the community to provide their feedback on the plans via the feedback form.
Please make sure that you submit any feedback by 28 October 2017 so that we can review all responses prior to preparing the final plans for submission to the Council.

New jobs, improved public open space

New Century Park is part of the new London Luton Airport Enterprise Zone, supported by SEMLEP, which will deliver up to 7,200 new jobs and inward investment to support economic growth across the sub-region.

The application will include investment in improved facilities in the northern section of Wigmore Valley Park, to include:

  • a new play area
  • refurbished Wigmore Pavilion
  • and a new, larger area of replacement public open space.

Gaining access: a new road

Plans for commercial development at New Century Park have been discussed for more than 20 years but not delivered by the previous landowners due to the difficulty of providing access.

It is now proposed that the access road will run to New Century Park from a new roundabout on the A1081, and around the western, northern and eastern perimeters of London Luton Airport.

Consultation on the proposals

As part of the pre-application process, in 2017 we held two stakeholder workshops in February, three public exhibitions in March and hosted a static display of the plans from 30 March to 10 May to outline the proposals and gather feedback from the community.

The deadline for feedback has now passed but the exhibition boards displayed are still available to view. You can also still contact the project team should you have any questions on the details provided. All of the feedback received will be considered by the project team in preparation for submission of the planning application in the summer.


Subject to planning approval being received, work on improvements to Wigmore Valley Park, and to deliver the new replacement public open space, could commence during 2020.

Work on the road could begin in 2021, and conclude in 2022.

Commercial development would be brought forward in two phases, with the first businesses scheduled to be in place during 2022.
All of the development and the replacement public open space would be within the borough of Luton.

New Century Park is the latest exciting development in the continuing delivery of the Luton Investment Framework which will help attract much-needed new jobs and improve life opportunities for local people.

Already, Luton is well on track to bring investment exceeding £4.5bn into the borough over 20 years.
Wholly-owned by Luton Borough Council, LLAL is a key delivery partner.
